Portland's Tent Debate: Nuisance or Neccesity?


    
Recently, Multnomah County has altered its rules for tent distribution. As of May this year, tents will only be given out in the context of severe weather events. Multnomah County Chair Jessica Vega Pederson claims the intent is to refocus resources on beds in shelters and other housing projects with the goal to no longer need to provide tents. Her suggested budget would consolidate supply warehouses and aim to save nearly $1 million to be earmarked for alternative services. 
    This change comes after immense legal and political pressure on the city council. Portland’s ADA settlements put a cap on when tarps can be handed out, and some legal experts say that the policy could put the city in violation. Commissioner Rene Gonzalez has pushed for a reduction on tent availability, citing concerns for fire hazards and further public safety worries. 
    However, service providers say that this new measure will harm those living outside. Rose Haven, a women’s day shelter in Portland, gets around 15% of its tents from Multnomah County. As a result they will have to pick up the slack to meet their current demand. “We need these tents year-round,” says director Katie O’Brien. Without the required shelter beds, many people will be turned away with no other option. 
    Between the months of January and March of this year, the county handed out nearly 2,000 tents and roughly 10,000 tarps. Advocates suggest that those supplies are essential for survival in the rain and cold. One homeless Portlander, Ronnie, put it bluntly: “A tarp or tent is enough to save somebody’s life.” 
    As of now, the county is relying on that reducing tent distribution will push resources towards more permanent housing solutions. However, for those still sleeping on the outside, the rainy season is never far away.
