Northwest Pilot Program


Portland has a huge housing problem, and that problem is even larger for homeless people, and even harder for homeless elderly people. Many things can trigger homelessness, such as paying off medical bills, or losing a job. The Northwest Pilot Program provides housing for homeless people and the elderly. Much of the affordable housing in Portland from the 70’s has been removed in place of businesses or other city projects. In 1988, the Northwest Pilot Program made it a goal to get 5,183 affordable housing units which was the amount of affordable housing in 1978. By 2013 that goal is still 1,893 units behind and this of course raises issues of where the 2,000 homeless goes if there isn’t housing? We all know where they are though, they are in the parks, on the streets, and under the bridges. The perceptions of the homeless has thrown off our judgement in character, who are we to judge people because they are poor? The way portlandanders view the homeless is one that needs to change. If you don’t want to see these people sleep out in public places, or even complain about it, become a part of the solution for the housing crisis in Portland. You might one day need it.
